What Can Britain Do? The Truth About Immigration, Asylum and the Small Boats 21 / 32
Story (Part 21)

who arrives through an irregular route appears to receive accommodation and support while their own family is struggling. That question should not automatically be dismissed as hatred. It is a question about fairness. The Government needs to answer it. ## Anger is not the same as hatred There is an important distinction here. A person can be angry about immigration policy without hating immigrants. A person can believe that Britain accepts too many people without believing that every immigrant is a bad person. A person can want stronger border controls without wanting anybody harmed. Those distinctions matter. If the Government dismisses every criticism as racism or bigotry, it risks making people feel that they are not allowed to raise legitimate concerns. And when people feel that they cannot be heard through normal political channels, frustration can become stronger. ## But anger cannot become violence There is another line that must never be crossed. People have the right to protest. They have the right to criticise the Government. They have the right to campaign for changes to immigration law. They do not have the right to attack people because of where they come from, their religion or their appearance. Vigilantism is not border control. Violence is not immigration policy. And attacking innocent people will not solve the problems discussed in this book. In fact, it can make them worse. It can frighten communities. It can create further division. It can make sensible political discussion almost impossible. And it can allow the people who actually want disorder to take advantage of public anger. ## The danger of blaming everyone This is particularly important when discussing crime. If an individual commits a serious crime, that individual should be investigated and, if found guilty, punished according to the law. If a criminal organisation is responsible for exploitation, that organisation should be investigated. If a government policy has failed, that policy should be challenged. But none of those things requires blaming an entire nationality, religion or ethnic group. That is not only unfair. It also makes it harder to identify the people who actually need to be dealt with. A serious policy needs precision. ## The Government has a responsibility The responsibility does not belong only to the public. Government has a responsibility to maintain confidence in the system. That means being honest about the numbers. It means explaining difficult decisions. It means admitting when policies fail. It means enforcing immigration decisions where legally possible. It means dealing with criminality firmly. And it means listening when communities say they are struggling. A government cannot expect people to remain calm indefinitely if they believe that nobody is listening. ## Give people a peaceful route to change The answer to public anger should be political action. Write to MPs. Vote. Campaign. Attend peaceful demonstrations. Join political parties or pressure groups. Use newspapers and social media. Challenge government policy through lawful democratic processes. That is how a democracy is supposed to work. The strongest argument is not the loudest one. It is the one that can survive scrutiny. ## The book's central message This is why the approach taken in this book matters. We do not need to pretend that there is no problem. We do not need to pretend that every person arriving is a criminal. And we do not need to pretend that every government policy has worked. Instead, we can say: **Here is the problem.** **Here is what the law currently allows.** **Here is where the system is failing.** **Here is what it is costing.** **Here is what could be changed.** And then we can
